Russia’s central bank digital currency (CBDC), known as the digital ruble, was initially scheduled for a retail launch on 1 July 2025. However, authorities have postponed the broader rollout to 1 September 2026. Despite this delay, federal government departments are authorized to begin using the digital ruble as of 1 January 2026. This early adoption is guided by the Ministry of Finance, which recently outlined the categories of payments permitted through the digital currency.

Social Security and Salary Payments
The digital ruble will be available as a payment method for social security disbursements and government employee salaries. This move aims to streamline government transactions and offer recipients a choice in how they receive funds, as traditional payment options will remain available.
Capital Expenditure and Property Maintenance
In addition to salary and social benefits, the digital ruble can be used for capital expenditure and maintenance related to government-owned properties. This is expected to enhance transparency and efficiency in public sector spending.
Programmability Features
Ensuring Payments Serve Their Purpose
One of the key advantages of the digital ruble is programmability. Payments can include conditions to ensure funds are used for their intended purpose. For example, government payments for construction contracts could be programmed so that funds are only released when specific project milestones are achieved. This feature was highlighted by Anatoly Aksakov, a senior Russian lawmaker, as a way to improve accountability in government spending.

Programmable features could also extend to other use cases, such as allowing parents to control how their children spend money.
