AI is often discussed as if it were a single product you can buy or a single model you can download. A more useful way to think about it is as a five-layer cake, where each layer depends on the one below it and shapes what is possible above it. That framing helps explain why progress in AI can look sudden, why costs and constraints matter, and why different companies compete at different parts of the stack.
The five layers that make AI work
At the bottom is hardware, the physical compute that runs training and inference. This layer includes specialized chips and the systems that connect them, because AI workloads are constrained by raw processing speed, memory bandwidth, and the ability to move data quickly. When hardware improves or becomes more available, it can unlock new model sizes and new kinds of applications, but shortages or high prices can also bottleneck everything else.
Above hardware sits infrastructure, which turns compute into something teams can reliably use. This layer covers data storage, networking, orchestration, and the tooling that schedules jobs, monitors performance, and keeps systems stable. Even with powerful chips, AI development can stall if teams cannot feed data efficiently, manage failures, or control costs. Infrastructure is also where many practical concerns live, such as latency, scaling, and security.
The next layer is data, the raw material AI systems learn from. Data quality, coverage, and governance can matter as much as model architecture, because models reflect what they have seen. Organizations also have to decide how data is collected, cleaned, labeled, and updated over time. If the data layer is weak, the layers above it can look impressive in demos but behave unpredictably in real use.
On top of data are models, the trained systems that generate text, images, code, or predictions. This layer includes choices about architecture, training methods, and how a model is adapted for a particular domain. Models can be general-purpose or specialized, and they can be improved through better training runs, fine-tuning, or techniques that help them use external information. When people talk about “AI breakthroughs,” they often mean progress here, but those breakthroughs usually depend on the layers beneath.
At the top are applications, the products and workflows people actually interact with. This is where AI becomes useful, because an application wraps a model in an interface, business logic, and safeguards that make it fit a real task. It is also where trust is earned or lost, since users judge AI by whether it helps them reliably, respects privacy, and behaves safely. Many of the hardest problems at this layer are not about generating an answer, but about getting the right answer at the right time with the right context.
Thinking in layers clarifies why AI competition looks different depending on where you stand. Some companies focus on building chips or renting compute, others specialize in infrastructure tooling, others differentiate through proprietary data, and others build models or end-user applications. The “cake” metaphor also makes it easier to see why no single layer automatically guarantees success: a great model without good data can fail, and a great application can struggle if inference costs are too high.
This framing also helps explain why AI changes can feel abrupt. If multiple layers improve at once, such as more available compute paired with better infrastructure and better training methods, the top layer can suddenly support products that were previously impractical. Conversely, if one layer becomes constrained, such as limited hardware capacity or restricted data access, it can slow progress across the entire stack.

When a new product is announced, it is worth asking which layer is genuinely novel and which layers are being borrowed from elsewhere.
